Must haves:
10+ years of demonstrated experience in business analysis and requirements gathering.
5+ years of experience with Agile project management and development practices (managing the backlog, preparing and supporting the scrum master, sprint planning, creating user stories etc.
Knowledge and understanding of and experience in the use of latest industry emerging IT trends and technologies (Digital Trust and Artificial Intelligence).

  • Develop/revise business processes/architecture artefacts including:
o  Description of Business Context
o  Description of Programs and Services
o  Description of Business Processes and Functions
o  Lead/contribute to the completion of business requirements
o  Lead/contribute to the completion of testing artefacts
  • Leading and conducting business analysis at varying levels of detail in order to assess client’s business problems/opportunities and documenting the assessments.
  • Developing strategies, preparing business cases and cost- benefit analysis, and conducting feasibility studies for business I&IT initiatives.
  • Conducting business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, stakeholder analysis, use case surveys, business rules definition and functional and non-functional requirements elicitation and definitions for assigned projects.
  • Developing healthcare user/stakeholder journey maps and use cases based on business requirements and ensuring traceability.   
  • Conducting gap and impact analysis of upgrades to technologies to identify changes needed for business processes and best practice, and for solutions including configuration, reports and integration components.
  • Monitoring progress, resolving problems and reporting regularly to I&IT management and clients’ decision makers.
  • Developing performance measures for business analysis evaluation and conducting follow-up.
  • Act as liaison with Business clients, partners, vendors and data providers.
  • Document new requirements and complete analysis and design document.
  • In-depth knowledge of industry standard methodologies such as I&IT project management and development (Agile, Waterfall, Iterative) methodologies.
  • Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
  • Developing maintaining a central repository to track and share project documentation.
  • Facilitating and managing stakeholder communication both on an ongoing basis and throughout project life cycles, to support informed client/cluster decision-making on solution options; and to verify that requirements meet final solution
  • Participate in QA test planning and preparation, test execution and verification of test results and the coordination of user acceptance testing.
  • Perform necessary analysis (root cause analysis) and work with development and QA teams to identify and resolve issues.
·  Knowledge and demonstrated experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to:
o   business functional modeling,
o   service lifecycle modeling,
o   business event modeling,
o   business process mapping,
o   business process re-engineering.
o   User/Stakeholder Journey Mapping
·         Knowledge and experience with information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs.
·         Experience and knowledge of development process framework and methods (Scrum, Agile and Zachman Framework) including business / information /application / technology / security architectures.

IT Knowledge and Experience:·         
10+ years of demonstrated experience in business analysis and requirements gathering and translating business requirements into epics and scenarios and creating mock-ups for the stakeholders to review. Experience with cloud-hosting and integration of micro-services.
·         Highly proficient using MS Office products
·         In-depth knowledge of industry standard such as Project Management Institute (PMI) and I&IT project management methodologies.
·         Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
·         Demonstrated experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping, user/stakeholder journey.
·         Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Nice to Have:
Public Sector and Health Care Experience, inlcuding knowledge and experience with Health related or Health Insurance related projects.
Knowledge of Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA) and it’s municipal equivalent the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Personal Health Information Protection Act (PHIPA) and their respective regulations.

About Project:
The Digital Health Card
initiative includes prototyping a non-production verifiable health credential that could be used by individuals and health care providers in a secure and safe environment. This non-production prototype will also identify what technology, tools, activities, tasks and resources that will be required for a production implementation. The Discovery Phase will also produce a business case that will support the follow-on project work to implement a verifiable credential for the health ecosystem that includes the tools, services, implementation, deployment, change management and communications strategy.
