Our Valued Public Sector Client is seeking a Senior Change Managers to Develop and Implement a Performance Measurement Framework in support of a future Workplace Model.

The COVID-19 Pandemic and the Government of Canada’s (GoC) response brought both lessons learned, and advancements in government approaches and perspectives, that will drive substantive paradigm shifts for public servants and the future of work.  In 2021 mandate letters, various Ministers were asked to prioritize the exploration of enhanced flexibility in work arrangements and central agencies continue to highlight global shifts to hybrid work models.  Furthermore, since March 2020, the public service has seen effective productivity outcomes with work occurring outside of the office while also investing in technology infrastructure thereby enabling large-scale remote work environments.  Emerging research has also permitted a better understanding of both the benefits, and risks, of flexibility in work location.Our client is currently in Phase I of a three phase process to modernize how employees work, as seen below. In order to support evidence-based decision-making and continuous improvement, it is important that our client has an established framework to monitor and report performance data to senior management.
 
Responsibilities:
 
  • Develop and implement a performance measurement framework, using appropriate change management principles, to support the successful implementation of a Future Workplace Model
  • Developing the framework includes:
    • Identifying key performance indicators (KPIs), methods/tools for collecting data, and a process for monitoring and reporting trends to senior management on a periodic basis.
  • Implementing the framework includes:
    • Gathering, analyzing and reporting data to senior management periodically (i.e., 3 months, 6 months, 12 months, 18 months).
    • Developing reports (at the various intervals) based on the data. Reports will also include lessons learned, best practices and recommendations for improvement to the implementation of the model.
    • Presenting reports to various committees. 
    • The Contractor must provide ongoing change management advice, guidance and expertise related to the implementation and monitoring of the model’s success.
  • This includes, but not limited to: 
    • Providing ad hoc advice and guidance on change management theories and principles; best practices and strategies related to communication, engagement, training, planning. governance, and risk management within a change context (i.e., available for e-mail exchanges, phone calls, presentations).
    • Participating in senior level meetings and all-staff meetings to support senior management in communicating key change concepts to employees
Must Have:
  • An advanced university degree at the graduate level
  • Professional certification/designation in change management or executive coaching
  • A minimum of fifteen (15) cumulative years of experience in organizational change management in the federal public service or agencies
