Our client is looking for a Temp IT Executive/Advisor for a three month contract. Responsible for all aspects of Information Technology (IT) . This role is accountable for developing a best-in-class IT culture that supports  commitments to its people, regulators, and funders. This role provides strategic direction for  IT policies and practices, supported by data driven reporting and decision making, in alignment with the client's strategic plan.
 
ORGANIZATIONAL RELATIONSHIPS:
Reports to the Deputy Director/Chief Operating Officer (COO), with direct access to the laboratory Director. Supervises the groups responsible for auditing and leading Telecommunications, Networking, Cloud computing, Web-based software development methods and tools, support services and end user devices. Interacts on a day-to-day basis with the  Leadership Team, providing advice, solving problems, interpreting policies, and addressing other IT related issues.
Maintains external contacts with government agencies and regulators both federal and provincial, as well as affiliated universities and institutions, both nationally and internationally. All relationships should be characterized by professionalism, diplomacy, trust, competence, objectivity and responsiveness.
 
PRINCIPAL RESPONSIBILITIES:
Responsible for advising the  Director and COO on and administering all policies and procedures regarding Information Technology for client services, enterprise systems, networks and a variety of technology services. This includes specifically:
  • Responsible for day to day operations and ensuring IT programs, policy, and practices are developed and executed in accordance with both the quality standards and facility licensing regulations and security protocols
  • Directs, conducts and leads the Information Technology programs, strengthening best practices and the laboratory’s experience
  • Provides strategic leadership and operational (IT) oversight delivery for computing and overarching cybersecurity as well as planning, developing and executing technological strategies for transformational innovation in alignment with the client's goals and objectives
  • Champions the quality auditing of all IT operations for compliance with established policies and regulations that relate to employee and public safety, and cybersecurity
  • Promotes an IT culture that prioritizes the development and incorporation of IT principles in all activities
  • Institutes a reporting system with target milestones, metrics and KPIs to chart and report on the laboratory’s progress beyond baseline measures
  • Ensures IT KPIs, trends, and root cause analyses are embraced by divisional leadership and promoted top-down through training and communications
  • Managing a team of IT professionals taking into consideration career pathing, performance management, hiring and workforce planning
  • Responsible for and managing the development and execution of the IT budget within the parameters of a non-profit organization
 
KNOWLEDGE AND SKILLS:
  • A strong working knowledge of IT regulatory and compliance codes, practices and standards
  • A comprehensive understanding of cloud infrastructure and cloud-based development
  • A strong understanding of cybersecurity best practices and frameworks such as ISO/IEC 27001:2013 or NIST including an understanding of how these practices can be applied in cloud-based applications and services*
  • A comprehensive working knowledge in project, change and risk management having successfully implemented complex technology solutions
  • A comprehensive knowledge of performance management with an extensive track record as a transformational leader
  • Experience developing organizational change strategies involving IT projects and continuous improvement
  • Experience leading diverse teams and collaborating with stakeholders
  • Excellent communication skills, especially writing and presentation of technical, regulatory and policy information
  • Intermediate to advanced proficiency in Microsoft Office applications
 
QUALIFICATIONS AND EXPERIENCE:
  • Graduate degree in computer science, software engineering, IT, business administration or related discipline
  • 10+ years of progressive leadership experience
  • Demonstrated experience with enterprise wide systems development and implementation
  • Extensive knowledge of legislation and regulations impacting technology, data management and protection of personal information provincially and nationally
  • Experience working in public sector and regulated environments is preferred
