Our valued Public Sector client requires an Intermediate Systems Analyst to develop models and process artefacts for a Grants and Contribution portal

The project goal is to create an online portal for the management of funding application intake processes for grants and contributions at HC and PHAC. The portal will allow the public to create accounts, view funding opportunities and submit funding applications. Department staff will be able to administer funding processes, complete assessments of submitted proposals and recommend projects for funding. The portal will facilitate communication between the department and the applicants. Data gathered through the portal will be trackable and reportable with the use of an integrated business intelligence tool. The project will encompass grants and contributions program needs from multiple sectors across HC and PHAC. A flexible solution will be required that can accommodate the various application intake processes.

The project will not address the need for a GCIMS replacement and will not attempt to introduce functionality intended for the management of signed grants and contributions agreements. The solution will focus on the submission, assessment and recommendation of funding applications.

They currently rely on an inefficient mix of systems and manual processes to manage its business. There is no existing platform for sharing information and communicating with its stakeholders or clients.
This project will provide our client with a complete IT enabled solution from intake to issuance of the Certificate of Analyst. The future state will include the following components:
  • External facing web-based portal with client profile management and self-service capability
  • Automation of intake, processing, status tracking, and issuance of results.
  • Participate in or lead working sessions with clients, system architecture, developers, and IT Security resources to elaborate needs and clarify requirements, business models and processes
  • Perform assessment and document Business Processes Models, including business process modeling using BPMN methodology and capture data flows using industry standards.
  • Perform Gap Analysis, identifying opportunities for improvement between current and proposed business
    processes for the Cannabis Legalization and Regulation Branch and Regulatory Operations and Regions
  • Clarify the business requirements with clients and developers;
  • Track all requirement changes in Confluence and Jira;
  • Documenting user acceptance test plans based on requirements;
  • Participate actively in an Agile Scrum environment and project
