S.i. Systems enterprise health client is seeking a PART TIME Senior BA to articulate requirements for test cases for replacement health systems project.
9 month contract
The project is to replace the BC Cancer OSCAR and CAP software systems. IMITS will be using the existing systems as a reference and creating new systems on the cloud to enhance the existing functionality/workflows and develop new functionality.
OSCAR and the CAP are two automated, web-based applications within BC Cancer’s Provincial Pharmacy information system that operates on the PHSA network and currently hosted on IMITS servers.

· This is a nine-month, 0.5 FTE engagement with a final product of delivering new systems to the users at BC Cancer and the 5 regional health authorities.
A Senior Business Analyst/Scrum Master is needed to collaborate with client stakeholders and to document business requirements for the Oscar and Cap re-write project. The requirements must be articulated in a way where test cases can easily be derived from the documentation set.
Business Analyst duties include, but are not limited to:

OSCAR
- OSCAR is used to collect, adjudicate, and reimburse claims for cancer treatment drugs (referred to as “Benefit Drugs”) dispensed at the 61 CON hospital pharmacies operated by the regional health authorities across BC. OSCAR processes nearly half of all cancer treatments delivered in the province.
CAP
- CAP is a software system supporting a 3-stage expert appraisal of special requests for anti-cancer treatments for all British Columbians. CAP receives over 9000 claims from the 61 CON hospitals and 6 BC Cancer regional cancer centres annually.
· This is a nine-month, 0.5 FTE engagement with a final product of delivering new systems to the users at BC Cancer and the 5 regional health authorities.
A Senior Business Analyst/Scrum Master is needed to collaborate with client stakeholders and to document business requirements for the Oscar and Cap re-write project. The requirements must be articulated in a way where test cases can easily be derived from the documentation set.
Business Analyst duties include, but are not limited to:
- Collaborate across stakeholder groups to elicit functional and non-functional requirements for the application
- Drive the creation and maintenance of requirements across functional testing teams to ensure completeness of scope, identification of defects, follow through to resolution, and appropriate support as the product subject matter expert
- Document user stories, functional requirements and non-functional requirements in Jira
- Draft thoughtful, objective and accurate documentation for the project, such as business cases, decision records, change requests, root causes, recommendations, etc
- Work with the Project Manager and client to obtain sign off and approvals
- Conduct gap and capabilities analysis, recommending processes and functional controls by identifying potential issues or gaps
- Escalation and expectation management of delays to deliverables and milestones, with prompt communication of emerging risks and challenges to the Project Manager
- Document defects and conduct troubleshooting in support of the development team
- When development and unit testing is complete, review the solution and confirm its accuracy prior to UAT
- Coordinate user reviews of the application throughout the implementation process
- Build test cases covering all involving workflows, including extreme edge cases, and execute test plan accordingly
- Provide references for users by writing and maintaining user documentation/manual, standard operating procedures (SOPs) and providing support and training to users
- Scheduling and facilitating sprints and regular stand-up meetings
- Planning sprint cycles and dependent activities
- Working with business teams to understand backlog priorities and new requests
- Grooming the backlog items so they are ready for development
- Planning and organizing demos and system testing
- Facilitating internal communication and effective collaboration
- Resolve conflicts constructively and remove obstacles that occur
- Serve as point of contact for external stakeholders/business teams
- Mentor and support the team to follow Agile values, principles, and practices
