S.i. Systems enterprise public health client is seeking a Senior Business Analyst (BC Health Authority experience) to redesign business processes, ensure alignment with new Credentialing & Privileging (C&P) solution.
MUST HAVE SKILLS:
· Highly skilled in business analysis of large-scale IT (information technology) projects.
· Demonstrated ability to engage in business process redesign across multiple stakeholders
· Experience working with medical staff / clinicians
· Experience working in the BC Health Authorities
Skilled in business process redesign documentation including:
- current and future states
- technical and data flow diagrams
- quick reference guides
- data dictionaries
- test scripts
2.2 Project Description:
In response to recommendations made in the 2011 Cochrane report: Investigation into Medical Imaging, Credentialing and Quality Assurance, a provincial Credentialing & Privileging (C&P) solution was implemented to provide a single standard web-based platform and to align and standardize business processes across all health authorities in BC. This solution has been in place since 2015. An RFP has been developed to help identify a replacement system and proponent responses are expected in early October.
At this time, the BC MQI program office requires a highly skilled senior business analyst with experience in large scale IT implementations. A resource is required to undertake in-depth business process analysis and redesign to ensure that business processes are streamlined to avoid duplication and that the system truly supports the needs of the health authorities in effective provider management. The Senior Business Analyst will also be required to assist with guiding provincial stakeholders through the RFP assessment processes.
· Engagement with a broad array of stakeholders to guide them though assessing and scoring responses from the RFP
· Participates in usability workshops with the members of the evaluation committee
· Leads, coordinates and/or participates in workshops to support the business process redesign (BPR) phase
· Provide written account from each working group session
- Validate current state: end user scenario, technical requirement, needs
· Develop detailed documentation of business processes
· Develops future state business processes by conducting feasibility studies and working with stakeholders
· Help to determine user requirements for the replacement system
· Leads, coordinates and/or participates in workshops to implement the new C&P system.
· Bring expertise from experience with IT projects to the design and planning phase of the system implementation
- Collaborate with PHSA technical resources to design detailed (technical / mapping) designs ensuring alignment with digital health strategy
· Translate detailed requirements to test scripts and train requirements owners on their application

- New workflows resulting from engagement in the business process redesign workshops
- Documentation for the business process redesign, including but not limited to:
- current and future states
- technical and data flow diagrams
