We are looking for a Senior Business Analyst to do business process redesign, solution analysis and delivery for a clinical service delivery model with our Healthcare client.  

About the Project: 

Mental Health and Substance Use (MHSU) Contracted Service Providers (CSP) play a critical role in our Health Authority client's – service delivery model of patient-centered, integrated, primary and community care. As such, there is an increasing need to provide CSP with access to clinical information at the point of care, foster collaboration and continuity of care between MHSU and CSP, and improve data collection and aggregation in support of service management and Ministry reporting. These aspects are essential in enabling the expansion and redesign of community MHSU services in the future.
 
Access to clinical systems and resources is currently facilitated using different combinations of tools and technologies, where the solution model is dependent on the needs of the specific engagement. Inconsistency in the solutions can restrict the ability of both MHSU and CSP from accessing the most up to date health information and this is an identifiable risk to patient safety.
 
The objective of this project is to establish and implement a repeatable process and solution model in order to successfully onboard CSP to clinical systems and resources. The solution scope includes creating a base solution in the Paris Electronic Medical Record system, establishing the clinical and technical processes to onboard and then support CSP to use systems and development of a roadmap for future onboarding initiatives.

Fraser Health requires the services of a Senior Business Analyst to facilitate this project with our clinical partners in MHSU and their CSP. The role includes solution analysis, design and delivery, business process (re)design, project coordination, and change management. 

Responsibilites:

• Engage with sponsors and stakeholders to confirm scope, goals, objectives, and benefits
• Maintain project decision, issue and risk logs
• Track project plans and deliverables
• Facilitate project meetings as required and provide status updates as required
• Conduct a thorough current situation assessment of external service providers’ access methods and on-boarding readiness, and document findings
• Work with project resources to identify requirements, further define scope, WBS creation, verify and control scope
• Work with stakeholder groups to review, identify, document clarify and prioritize requirements
• Liaise with technical resources both internal and external to define an effective access model to contracted providers
• Document issues, and access challenges anticipated in implementing and sustaining the new model; and provide recommendations where applicable.
• Assist in change management activities as needed
• Follow through with the initial implementation at the selected sites and document feedback
• Complete other related project deliverables as directed by the Portfolio Manager

Must Haves:

• 8+ years of experience as a Senior Business Analyst including full requirements lifecycle management, solution identification and design, solution testing and validation, change management, and solution deployment
• Experience within Healthcare working with electronic medical record (EMR) system implementations and/or the implementation of clinical and operational processes
• Experience in business process design/redesign, use case analysis, process and data flow analysis
•  Experience preparing communication materials

Nice to Have:

• Experience supporting project management deliverables (e.g. Project Charter, WBS, project schedules, etc.)
• Paris EMR
• Experience supporting privacy and security assessment processes, and/or preparing Privacy Impact Assessments or Security Threat and Risks Assessments
